Purchasing for the Department is carried out by Contracts Branch and by certain military branches. Contracts Branch is based at the Department of Defence, Colaiste Caoimhín, Moibhi Rd, Dublin 9 and the military branches are at the address listed below.


Contracts Branch

The role of the Branch is to support the overall objective of ensuring that the Defence Forces are properly equipped and to participate with the military authorities in the formulation of policy in that regard. The Branch also provides a procurement function in relation to defensive equipment and materials, and major procurement projects as well as certain Naval Service and Air Corps equipment and maintenance services. The procurement of certain services on behalf of other branches of the Department and the sale of obsolete Defence Forces’ equipment also come under the remit of Contracts Branch.

In recent years, the progressive delegation of financial responsibility to the Defence Forces permits the procurement of a wide range of non-capital goods and services directly by the Defence Forces. These include items associated with day-to-day operations such as food, clothing, transport, and the maintenance of equipment and premises. The services of the Government Supplies Agency and centralised framework agreements are also used to acquire items that may be in common demand by a number of Departments.

Procurement by Contracts Branch, and by the military authorities, is conducted in accordance with guidelines laid down by the Government and with the Directives of the European Union.

        e-Procurement
        The Minister for Finance, Mr. Charlie McCreevy, T.D published a major strategic report on electronic procurement (eProcurement) entitled A Strategy for the Implementation of eProcurement in the Irish Public Sector in April 2002.
        The Minister said the Government had accepted the report as a blueprint for the roll out of eProcurement across the public service and had agreed that immediate action should be taken to start implementing its recommendations.

        The strategy set out in the report aims to provide a much improved service to users, buyers and suppliers through new procurement policies, practices, and standardisation of processes and documentation. It will contribute to the Government’s commitment to eEurope, improve auditability of procurement expenditure, provide greater transparency and openness and promote greater use of fully automated integrated management information systems.

        The strategy covers the civil service, the health, education and local authority services and some non-commercial state-sponsored bodies. It is sufficiently flexible to permit the inclusion of commercial State companies at a later date if that is judged appropriate.

        Currently we are awaiting the implementation phase of the e-Procurement project, in the interim we will continue to selectively publish tenders on the central eProcurement Website (www.etenders.gov.ie) to include downloadable tender documentation.
